Obama extends Burma sanctions

အေမရိကန္၏ ပိတ္ဆုိ႔မႈကုိ သေဘာမတူသူ တဦးျဖစ္သည့္ ေဒါက္တာဇာနည္

အေမရိကန္သမၼတ ဘားရက္ အိုဘားမားက ျမန္မာႏိုင္ငံအေပၚ စီးပြားေရး ပိတ္ဆို႔ ထားျခင္းကုိ သက္တမ္း တႏွစ္ တိုးလိုက္သည္။

စစ္အစုိးရအေနျဖင့္ အတုိက္အခံမ်ားႏွင့္ ေဆြးေႏြးၿပီး ဒီမုိကေရစီေဖာ္ေဆာင္ႏုိင္ရန္အတြက္ ထုိသုိ႔ ပိတ္ဆုိ႔ထားျခင္းျဖစ္သည္။

အေမရိကန္၏ အေရးယူမႈတြင္ “အေမရိကန္ႏိုင္ငံရွိ အဖဲြ႔အစည္းမ်ား အပါ အဝင္ အျခားေသာ ႏိုင္ငံျခားသား၊ ႏုိင္ငံျခား အဖဲြ႔အစည္းမ်ား ျမန္မာႏိုင္ငံမွာ ရင္းႏွီးျမွဳပ္ႏွံမႈအသစ္မ်ား မျပဳလုပ္ရန္ တားျမစ္ျခင္း၊ ျမန္မာႏိုင္ငံမွ ကုန္ပစၥည္းမ်ား တင္သြင္းမႈကို ပိတ္ပင္ျခင္း၊ စစ္အစိုးရပုိင္ လုပ္ငန္းမ်ားရဲ႕ ေငြေၾကးလည္ပတ္မႈကို ထိန္းခ်ဳပ္ျခင္း” စသည့္ အခ်က္မ်ား ပါဝင္သည္ဟု ျမန္မာ့အေရး အကဲခတ္သူ တဦး ျဖစ္သည့္ ဦးေမာင္ေရႊက မုိးမခ တြင္ ေရးသားခ့ဲဖူးသည္။

စစ္အစုိးရအား အေထာက္ပံ့ ေပးေနသည့္ ျမန္မာ့ စီးပြားေရး လုပ္ငန္းရွင္မ်ား၊ စစ္အစိုးရ ေခါင္းေဆာင္မ်ား၊ သူတုိ႔၏ မိသားစုမ်ားကို နာမည္ပ်က္ စာရင္းသြင္းျခင္း၊ ေငြေၾကးပိုင္ဆိုင္မႈမ်ား ထိန္းခ်ဳပ္ျခင္း စသည့္ ပိတ္ဆုိ႔မႈမ်ားလည္း ပါ၀င္သည္ဟု ဆုိသည္။

ျမန္မာျပည္တြင္ အေႏွာင့္အယွက္မရိွ ႏုိင္ငံေရး လုပ္ပုိင္ခြင့္ ရေနေသာ အစုိးရ ေထာက္ခံသူမ်ားက ပိတ္ဆုိ႔မႈကုိ အထူး ကန္႔ကြက္လ်က္ရိွသည္။ ျပည္ပေရာက္ ႏိုင္ငံေရးသမားမ်ားအနက္ ပိတ္ဆုိ႔မႈကုိ သေဘာမတူသူထဲတြင္ ေဒါက္တာဇာနည္မွာ အထူး ထင္ရွားသည္။

အေမရိကန္၏ ဒဏ္ခတ္ေရး နည္းလမ္းသည္ ျမန္မာျပည္ အေျပာင္းအလဲအတြက္ ထိေရာက္မႈ မရိဘဲ ဆုိးက်ဳိးမ်ားသာ ျဖစ္ေပၚေနသည္ဟု ၎တုိ႔က ေထာက္ျပၾကသည္။

သုိ႔ေသာ္လည္း ထိေရာက္မႈ ရိွၿပီး အလုပ္ျဖစ္ႏုိင္မည့္ နည္းလမ္းကုိ ယေန႔အခ်ိန္အထိ တင္ျပၾကျခင္း မရိွေပ။

The author of this article needs to understand that opposing prolonged sanctions against A COUNTRY is NOT the same as asking the world to support and legitimize the ruling military regime. Sanctions against Cuba (for over 40 years), Iran (since 1970s), N. Korea and Iraq have seriously damaged the welfare of the peoples of those countries, WITHOUT ACCOMPLISHING the policy goals of either removing the regimes in power or advancing human rights or democracy or freedom.

The world should not punish the people for the sins of their unelected and tyrannical rulers.

In the case of Burma or Myanmar, sanctions have very little chance of success primarily because the regime does NOT rely on the West for its economic survival. They have the whole of Asia - China, India, ASEAN, S. Korea and so on - that is too happy to trade with the generals. And the West will NEVER force their energy companies such as Total or Chevron out of Burma. For oil and gas, the West has gone to so many wars.

What I - and other thoughtful anti-sanctions Burmese, including people like Dr Than Myint-U who has no interest in currying favor with the regime or Dr Khin Zaw Win, who spent 12 years behind bars as political prisoner - are advocating is ENGAGE WITH THE BURMESE SOCIETY AND THE PEOPLE as they are the ones who need EMPOWERMENT, INVESTMENT in small business development, locally-run tourism businesses and sustained intellectual and cultural exchanges and exposure.

I for one spent 10 plus years helping build the sanctions campaign internationally. But every strategy and policy needs to be reviewed and assessed against the question of whether it is achieving the stated objectives of weakening the regime, empowering the people and advancing democratic rights. The un-reviewed orthodoxy of the sanctions is accomplishing none of the original goal for which we the sanction campaign champions worked towards.

I am not sure what the author himself or herself has done concretely to further the cause of freedom or democracy, other than dishonestly and stupidly confusing the two issues - opposing sanctions on grounds that it is harming public welfare without hurting the regime - which I do - and supporting the regime, which I HAVE NEVER DONE and NEVER WILL.
